This week the National Union of Teachers (NUT) argued that cash should be coupled with poverty levels, not race, as the lowest attaining group in England is poor white boys and girls

It was estimated in 2006-2007 that 10.5 per cent of the £27 billion paid to local authorities was targeted on deprivation; proving that school funding does already take into account deprivation levels of students in their local area.
A spokesman for the Department for Children, Schools and Families said it targeted investment to the most deprived areas so schools facing the biggest challenges get the backing they need.
However, the NUT has urged that extra money should not just be granted to schools with ethnic minority groups or in schools where English is classed as an additional language.
Opening Locked Doors , The NUT policy paper, argues that the underachievement of poorer pupils should have the same rights to funds as the underachievement of foreign students:
"Just as the underachievement of black Caribbean boys and indeed groups such as Pakistani pupils need dedicated and specific attention so does the underachievement of white working class pupils."
The Union is now calling for a grant to cover all young people in need of support.
